December Board Meeting Summary

SUMMARY OF DISCUSSION AT DECEMBER 17 BOARD MEETING:

President Jerry Hackleman called the meeting to order. Fifteen Board Members were present. The Minutes and Treasurer’s Report were approved. Expenditures will be greater than income this year, although both will be very close to the budgeted amounts. Finding a tenant for the vacant space in the SCA Building would help balance next year’s budget. We have already collected 53% of 2015 dues. One new member was approved.
The Christmas Open House was a great party for over 100 members and guests who enjoyed complimentary beer, wine and party food.
The Employment Referral Service has been slow as there have been no new registrants. One member is looking for a part-time employee.
The AIA/Government Liaison Committee reported the County expects a lot of new subdivisions next year but both residential and commercial were down in 2014. Inspections are OK. City Utilities expects to install an elevated tank near Chesterfield Family Center and they are going forward with a transmission line on the west side of town. They also expect to extend natural gas to Strafford in 2015. The transit station should bid in March. A chlorination tank at Fulbright will also be coming up. Public Works reported there is more work at Plainview and Campbell but Glenstone is complete. Battlefield and 65 improvements should be completed by November, 2015. Re-bid of work on the James River bridge should be in February. There seems to be a need for more education of workers site-wide regarding SWPP to achieve more permanent erosion control. Contractors can expect increased enforcement regarding spill kits and compliance with the SWPP on each jobsite. Although the Owner is ultimately responsible for erosion control, more knowledge of the rules would benefit everyone. We will probably schedule a program on this topic next year, either at a monthly General Meeting or in a separate session. Building Development Services reported on the proposed fee increases. Most increases will be relatively small and will help the City recoup the actual costs involved. Permitting and plan review has been running two to five days for infill projects and about five days for remodels. BDS is coordinating sequential permitting so ground and foundation work can be started before the rest of the project is permitted. Inspectors may approve minor changes in the field at their discretion.The Architects reported the winners of the student competition in October were Washington University, first; Drury University, second; and KU, third.
Wayne Towe, SCA representative to the Development Input Issues Group reported that group is also discussing the time frame for plan reviews and the possibility of giving good, more complete and better prepared sets of plans some kind of preference over incomplete and poorly-drawn plans. They also have been discussing the City’s fees, reporting that the new increases will bring the City’s recovery rate to 89 or 90% of actual cost instead of the current 80%. DIIG also has discussed the need for inspectors and reviewers to cut down on processing time. SCA will sponsor a meeting with Deputy City Manager Tim Smith for General Contractors and Subcontractors to give their opinions regarding fees, inspectors and reviewers along with other City issues.
The MSU Liaison Committee reported renovation of a room at Ellis Hall ($110,000) will bid December 18. Plans should be ready for renovation of Temple Hall ($2.5 million) and updating 130 offices in Glass Hall ($150,000) in January. Upcoming work includes addressing safety issues, repairs and cleanup of the Hammons transitway ($400,000) and the tunnels connecting some of the buildings ($150,000). Phase 3 at Plaster Student Union should be out mid-February ($250,000). The Office of Planning, Design & Construction will close December 19 and will reopen January 5.
The RXII Liaison Committee reported Hickory Hills was awarded and Kickapoo will bid in January. Fremont is in development and should be out in March or April to be open in the fall of 2016. Expansion of summer school will affect construction work in the summer months with phased construction to be more common than in the past. The District expects a slowdown once the bond issue projects are complete and a new Master Plan will be considered at that time.
Scott Bracy and Garry DeLong were recognized as retiring Board Members and Jerry Hackleman was thanked for his year of leadership as President.
