All endorsed “Proposals” for Construction Management at Risk Services shall be mailed to or delivered to the office of the Vice Chancellor for Administrative Services, Rob Rector, suite 204, Information Commons Building at Ozarks Technical Community College (Springfield Campus), 1001 E. Chestnut Expressway, Springfield, Missouri 65802, no later than 2:00 p.m., CST, Thursday, February 2, 2012 (time shall be determined by the clock in office IC 204).
Preliminary plans and specifications may be reviewed at the office of the Architect, Baron Design & Associates, LLC 1855 S. Ingram Mill, Suite 201, Springfield, Missouri 65804.

A complete Request for Proposal information packet may be acquired from the office of the College Architect, 933 E. Central Street, Springfield, Missouri 65802, or information can be downloaded from the OTC website at www.otc.edu/facilities.php .

The bidder understands that Ozarks Technical Community College reserves the right to award the contract to the lowest responsible bidder and to reject any or all bids and / or to waive any technicalities or informalities in the bidding.
BID SECURITY:
Bids are to be submitted on the Bid Form issued with the Proposal Information and Documents. A Bid Security is not required. Respondents shall submit sufficient documentation confirming capacity of Performance Bond and commitment to enter into a Contract should they be awarded selection. See Instructions to Bidders for additional information. Surety/Bonding Company must be acceptable to the Owner and be authorized to transact business in the state of Missouri.
PERFORMANCE BOND AND PAYMENT BOND:
A Performance Bond and Payment Bond are required of the successful Bidder in the amount of 100 percent of the contract.
PRE-BID CONFERENCE (Mandatory):
A pre-bid conference is scheduled for 2:00 p.m., Friday, January 27, 2012, at the Board Room in the Information Commons Building at Ozarks Technical Community College (Springfield Campus), 1001 E. Chestnut Expressway, Springfield, Missouri 65802.
SCHEDULE:
Bidders must submit a Work Schedule with their Bid.
BID PERIOD:
January 15, 2012 through February 2, 2012.
PREVAILING WAGES:
Prevailing wages shall be paid in accordance with the Missouri Division of Labor Standards, Annual Wage Order in effect at the time of construction.
TAX EXEMPT STATUS:
This project requires application of tax exempt status on behalf of the Owner.
PROJECT COMPLETION:
All Work for this project shall be substantially complete by June 1, 2013. In lieu of liquidated damages, OTC shall be entitled to recover its actual damages for delay, a maximum cap will be established at the time of Contract Execution.
