Summary of Discussion at the April 16 Board Meeting

President Jerry Hackleman called the meeting to order.  Fifteen Board Members and a representative from Generation Next were present.  The Minutes, Treasurer’s Report and three new members were approved. 

The Employment Referral Service has placed a couple of ads in the NewsLeader but is also running ads in some of the small-town weeklies in the area at a much lower cost.  Response was better than has been the last couple of years and several members are gearing up to hire.  We have also been entering more bid dates on the calendar and will be making contact with architects to make sure we have posted as many as possible for users to avoid conflicts. 

The AIA/Government Liaison Committee reported that the County has one commercial and two residential inspectors. Although some inspections have to be delayed, office staff is still getting residential permit first comments turned around in one day and commercial permits first comments in ten working days.  Public Works reported work has begun on Republic Road from Campbell to Fremont.  Work on Primrose west of Cox Hospital is on schedule.  Widening of South Glenstone from Battlefield to James River will start in the next 60 days and is due to be completed by Christmas.  The primary candidate to replace Randy Dunlap withdrew from consideration and the search for an Architect will have to begin again.  Due to increasing Federal regulations a new facility for Environmental Services will be developed.  CU reported plan review staff is getting busier and remains on track.  Engineering staff may be moved back to the TECHouse.  AIA reported on plans for the five-state Regional Conference and the Student Competition (October 23 and 24).  They will need space in architects’ offices for the student competition and may need additional space to handle all the schools who enter. SCA members can also help with sponsorships.

The City reported residential permits applications are up.  Four plan reviewers are currently working on permits.  The City is also planning to add a second server to avoid timeouts and delays in the electronic plan submission process.  Anyone who needs help can call Assistant City Manager Collin Quigley (864-1008).  CU and the City are creating guidelines and requirements for Emergency permits for existing facility hot water heaters, furnaces and lighting fixtures and for reconstruction.  Technology fees are going to be reviewed this summer (currently based on square footage, not cost or complexity of project). 

Dave Ewing, President of Generation Next, was welcomed as a permanent liaison to the Board.  Generation Next is the name chosen for SCA members under the age of 40 who will be helping with events, serving on committees and monitoring social media for the organization.  The core group has been meeting for several months and will be introducing themselves at the May General Meeting and announcing an after-hours event scheduled for May 14. 

The MSU Liaison Committee reported a pre-bid conference for the Welcome Center was held April 15.  The General Contractor will be asked to determine the days required for construction and set the completion time. Pummill Hall went out April 15.  Other jobs include roof repairs at West Plains.  Progress continues with the construction of the new east grandstand at MSU’s football field and the construction of the new track/soccer complex and the new field hockey/lacrosse complex. Glass Hall is on hold while funding issues are resolved. The committee also discussed problems with closing out projects and the consequences of bids coming in over budget.    

The Program Committee reported the May Breakfast Meeting will be a panel discussion about bonding.  The June Dinner Meeting will be a recap and comparison of the predictions of the Forum last September with what is happening now. 

The R-XII Liaison Committee reported Sherwood will be bid April 24 and Fremont on May 13.  Hickory Hills came in over budget and the district is evaluating their options. HVAC packages are also currently out.  The district has noticed a decrease in the number of bidders on school projects. 

The Scholarship Committee received 23 applications this year (a significant increase over the last couple of years) and interviewed eight candidates.  Four students will receive a total of $3250. 

The Board discussed an apparent trend of architects using notes for addenda instead of re-drawing the plans. This can create problems in the field if workers are using the plans but do not have access to the notes.
