SECTION 000107-NOTICE TO BIDDERS

Sealed bids for a New Aquatics Center for City of Marshfield, Marshfield, Missouri, are requested as follows:

This Project is organized into three plan sets for clarification purposes, and all the Work is intended to be performed under a single General Contractor:

Plan Set “A” (Outdoor pool, poolhouse and associated sitework) is the construction of a New Outdoor Aquatics
Center with a Poolhouse of 3,030 sf. The work consists of, but is not limited to, new construction of a 6-lane
outdoor Pool with cast-in-place gutter, pump room and all equipment, with diving well, two slides, diving board,
lazy river, zero-entry and splash spray structure. The work also includes a Poolhouse of 8″ load-bearing
architectural masonry block, and steel roof structure including Toilet /Changing Rooms, Concessions, Lifeguard
Office, and Pump Rooms. Materials include stainless steel countertops, epoxy flooring, FRP doors, hollow metal
doors, aluminum storefront, and TPO roofing.

Plan Set “B” (Sewer & Water Improvements) will consist of the construction of approximately 2,250 linear feet of 12”
water main extension, 2,250 linear feet of 4” sanitary sewer force main extension, 1,000 linear feet of 8” gravity
sanitary sewer main extension, a submersible non-clog sanitary sewer lift station, and other miscellaneous water
and sanitary sewer appurtenances necessary to extend public water and sanitary sewer service to the new City of
Marshfield Aquatic Center.

Plan set “C” (North Elm Street Extension) consists of pavement installation on a previously prepared roadbed. Work
includes approximately 1050 LF of 21’ wide asphaltic concrete roadway pavement, approximately 1300 LF of 10’
wide asphaltic concrete trail pavement along with appurtenant features and minor drive demolition.
The New Outdoor Aquatics Center is located in the City of Marshfield in Webster County, Missouri. Missouri
Prevailing Wage Rates will apply to the work.

Sealed bids shall be mailed or delivered to John Benson, City Administrator, City of Marshfield, 798 S. Marshall Street, Marshfield, MO 65706, or may be hand delivered to City of Marshfield no later than 6:00 pm, Thursday, on March 15, 2018; bids will be opened and tabulated in a public bid opening to be held 6:00 pm, Thursday, on March 15, 2018 at the Marshfield City Hall, at the address above. Bidders shall submit a bid in conformance with the Instructions to Bidders in the Project Manual.

The Contractor’s Company shall have been in business for at least five (5) consecutive years under the current
name and ownership and shall be financially sound and solvent. The Company shall have successfully completed
projects of similar size and scope. Submission of AIA Form 305, Contractor’s Statement of Qualification shall be
submitted to the Architect by 5:00 pm, March 7, 2018. In addition, Pool subcontractors shall also submit AIA Form
305, Contractor’s Statement of Qualification to the Architect by 5:00 pm, March 7, 2018.

Printed Plans and Specifications for the project may be secured after 12:00 p.m., on February 14, 2018, from
Engineers Reprographics, 1600 E. St. Louis Street, Springfield, Missouri 65802; 417-869-2222 for a fully refundable
deposit of $100 for each set of documents. Plan and Specification information will be available “online” for
viewing at www.erdigital.com. Questions regarding on-line viewing or obtaining plans should be directed to
Engineers Reprographics. Questions regarding the Project should be directed to Sapp Design Associates, P.C., 3750
S. Fremont Ave., Springfield, Missouri, 65804, 417-877-9600. The deposit will be returned for each set of
documents, (including all Addenda), which are returned in good condition and provided they are returned within
fifteen (15) calendar days of the bid date. A limited number of sets will be available for deposit and return;
however printed sets or Digital copies will be available for non-refundable purchase.

A Twenty-Five dollar ($25) postage and handling fee will be charged for each set of printed documents to be
mailed. This postage and handling fee is non-refundable and should be separate (a separate check) from the initial deposit for Plans and Specifications. (Overnight deliveries must be arranged and paid for by the receiver.)
Bid Bond: Each bid proposal shall be accompanied by a 5% bid security in the form of a cashier’s check, a
certified check, or a bid bond executed by the bidder and Surety Company. See Instructions to Bidders for more
information. Surety/bonding Company must be acceptable to the Owner, and be authorized to transact business
in the State of Missouri.

The owner reserves the right to reject any and all bids and to waive all informalities in bids. No bids may be
withdrawn for a period of forty-five (45) days subsequent to the specified time for receipt of bids.
The Board’s decision regarding the approval/denial of bids are based on various factors such as, but not limited to,
quality, time constraints, and service. All decisions will be in the best interest of the city and shall be final. The
City of Marshfield Board of Aldermen reserves the right to accept or reject any or all bids and may waive any
informalities in the bid process. Bidder and any subcontractors must follow and enforce all requirements of
Missouri’s Prevailing Wage Laws.

A Pre-Bid Conference is scheduled for February 27, 2018, beginning at 10:00 am at the Marshfield City Hall, 798 S. Marshall Street, Marshfield, MO 65706, with a tour of the building site following the Conference. It is highly recommended that any Contractor submitting a bid be in attendance at the Pre-Bid Meeting due to the complexities of this project. Lack of attendance will be a consideration in evaluation of qualifications and bids and lack of attendance may be cause for rejection of bid. Due to the nature and scope of this work, each bidder shall fully inform himself prior to bidding as to existing conditions and limitations under which the Work is to be performed. No allowance will be made to a bidder because of lack of such examination or knowledge.
